The 'I Am Able App': A Promise to Change the Lives of Persons with Disabilities

To enhance accessibility and inclusion, the Minister of Labour and Social Security, Hon. Pearnel Charles Jr., has announced the upcoming launch of the “I Am Able” app. This digital platform aims to transform how persons with disabilities interact with the Jamaica Council for Persons with Disabilities (JCPD). The announcement was made in Parliament during a passionate speech to the House of Representatives on May 13, 2025, as part of the sectoral debate. According to Charles, this initiative collaborates with UNICEF and will be launched in June.

Individuals using the app should be able to register or renew their JCPD status with the I Am Able app using their photos of the TRN and other required documents. The app also aims to provide real-time updates on the registration process. According to the Minister, this should reduce the approval time from 30 days to mere minutes, which he says is a big part of the drive towards improving efficiency in the Ministry.

As reported by the Minister, the innovation is targeting 25,000 individuals. It will eliminate the need for people to travel to the Ministry offices, removing a significant barrier to access. The Minister pointed out that, essential to this development, persons with disabilities were directly involved in the testing of the app. This involvement met the ‘specific’ needs of persons with disabilities.

The ‘I Am Able’ app promises to offer further benefits, including applying for tax exemptions, grants, and other forms of support with the touch of a finger. The JCPD is expected to roll out a national education campaign to ensure widespread awareness and usage.

“With the ‘I Am Able’ app, we are using today’s transformation to build tomorrow’s future, ensuring again that no one is left behind,” Minister Charles declared.

A comprehensive sensitization drive, expected to be launched simultaneously with the app, is expected to be launched in partnership with key stakeholders such as the Abilities Foundation and service clubs.
Minister Charles calls on all members of Parliament to get involved in the initiative, which he considers a national effort that underscores the government’s commitment to inclusion.

The initiative should attract specialists, including social workers and artificial intelligence experts. To meet the need for required specialists, the ‘I Am Able’ support network will be created, including special scholarships for individuals pursuing studies in disability- related fields and other specialized areas aligned with the Ministry’s work.
